The fight against poverty, widely discussed in world forums, has encouraged Brazil to invest in social policies, supported by the Constitution. In order to collect subsidies for this purpose, the federal fund for the eradication of poverty was created in 2000 and, under pressure from state governments, in the same year the practice was extended in favor of states and municipalities. According to the constitutional text, these resources aim to enable all Brazilians to access decent living conditions, and should be applied in supplementary actions of nutrition, housing, education, health, reinforcement of family income and other programs of relevant social interest aimed at improving quality of life.
