The fight against poverty has been translated, in Brazil, into social policies supported by the constituent power. In order to raise subsidies for this purpose, federal funds were created aimed at the eradication of poverty. Under pressure from state governments, in 2000, the practice was extended to states and municipalities. According to the constitutional text, these resources aim to "enable all Brazilians access to decent levels of subsistence, whose resources will be applied in supplementary actions of nutrition, housing, education, health, reinforcement of family income and other programs of relevant social interest of life".
